The European Union and the UN Convention
The Convention on the Rights of Persons with Disabilities (CRPD), adopted by the UN on December 13, 2006, marks a turning point in promoting human rights and fundamental freedoms for people with disabilities. This document, ratified by many countries, establishes a legal and moral framework to ensure full respect for the dignity and rights of these individuals, with the aim of including them in every aspect of social, economic, political, and cultural life. The CRPD is based on key principles, including intrinsic dignity, individual autonomy, and the right to equal opportunities. These values are the foundation of the fight against all types of discrimination and aim to promote an inclusive society where every individual can express their potential without barriers.

Italy and the Ratification of the Convention
In 2009, Italy ratified the Convention, committing to respect its principles. Since then, various projects have been launched to improve the inclusion of people with disabilities. However, the road to full accessibility is still long, especially in the field of digital technologies. The issue of disability in Italy indeed involves a significant number of citizens. According to ISTAT data, over 13 million people in the country live with some form of disability, representing about 22% of the population. These numbers highlight the urgency of addressing the issue of inclusion at all levels, from architectural barriers to digital inequalities.
Digital Accessibility in Italy
The digital world is an increasingly central component in daily life. However, in Italy, 90% of websites are still not fully accessible. This means that a considerable part of the population, about one in five Italians, cannot fully enjoy online services, an aspect that limits their participation in social and professional life. This situation highlights the need to promote digital accessibility as an integral part of the fight for the rights of people with disabilities. Ensuring access to the internet is not just a technological issue, but a human rights one.
In Italy, Law 4/2004, better known as the Stanca Law, represents the main legislative tool regarding digital accessibility. This law aims to ensure that everyone, including people with disabilities, can access and easily use computer and telematic tools. The Stanca Law requires service providers, such as public administrations and large companies, to make their websites and mobile applications accessible.
